综述Overview

This rating covers the "standard-setting" dimension of national societies, spanning 137 national societies affiliated with the China Association for Science and Technology (across five broad categories: science, engineering, agriculture, medicine, and interdisciplinary). It adopts a dual system of "promotion grade + risk-warning grade": the promotion grade is divided into five tiers (S/A/B/C/D) by the number of current group standards, with ties within the same tier and no ordering; the risk-warning grade independently flags risks. The data source is public data from the National Group Standard Information Platform (ttbz.org.cn); the method is public and reproducible.

Summary & Review

Huawei founder Ren Zhengfei has a widely quoted saying: third-rate companies make products, second-rate companies make brands, and first-rate companies make standards. Standards are the commanding heights of industrial competition; whoever masters the standards masters the power to define and set the discourse of an industry. And where do standards come from? In China, the entities that formulate group standards are precisely these national societies—they are the highest academic communities of their respective disciplines and industries, the hubs connecting industry, academia and research, and the wellsprings of technical standards, industry norms, and talent cultivation. Evaluating a society's standard-setting capability is, in essence, measuring an industry's technological maturity, organizational capacity, and industrial influence. This is not "ranking" the societies, but providing a mirror for industry, the public, and decision-makers: which fields are turning technology into standards and experience into norms, and which fields are still measuring themselves with others' rulers.

Societies have never been mere "academic clubs". Engineering societies, represented by the Chinese Mechanical Engineering Society, the Chinese Institute of Electronics, and the China Institute of Communications, have distilled decades of engineering practice into one group standard after another, giving dispersed enterprises a common language and providing norms for the landing of new technologies. This echoes Mr. Qian Xuesen's systems-engineering thinking—modern industry is a complex giant system that requires systematic engineering organization and standard coordination, and societies are precisely the organizational carriers of such coordination. Conversely, the "buying beats building" malaise—"many large state-owned enterprises follow the principle that buying beats building, using R&D funds to buy foreign finished products or make simple modifications to pass acceptance"—corresponds exactly to the era when our standards lost their voice and our discourse fell by the wayside. The lessons of the chip industry and of the Y-10 airliner have shown: core technology cannot be bought, still less the power to define standards. Standard autonomy is the prerequisite for industrial autonomy.

In this rating, engineering societies lead overall in group-standard setting, and the vast majority of the 23 S-tier societies are engineering and technology societies—consistent with the industrial rule that "where engineering practice is densest, the need for standardization is most urgent", and also indicating that China's standard-setting system in equipment manufacturing, electronic information, chemical energy, and other fields is already quite mature. Medical societies such as the Chinese Nursing Association, the Chinese Hospital Association, and the Chinese Stomatological Association also perform prominently, reflecting the strong demand for standardization and regulation in the health sector. By contrast, basic-discipline (science) societies and some medical societies publish fewer group standards; the Chinese Medical Association, the Chinese Mathematical Society, the Chinese Chemical Society, and others have not published group standards on the platform—this is not because they are "inactive", but because standard work in the basic disciplines is more reflected at the level of national standards, industry standards, and even international academic norms, taking a different path. Joseph Needham's question—why modern science did not arise in China—has long become history, but its contemporary echo is: how to move China's basic research and standard-setting from following to leading. This requires societies to move more proactively toward industry and toward standards.

We hope: first, that engineering societies continue to distill engineering practice into standards and export Chinese solutions to international standards organizations, making Chinese standards a world language; second, that basic-discipline and medical societies, while safeguarding academic purity, proactively participate in the formulation of technical standards, norms, and guidelines, turning knowledge into reusable public wealth; third, that all societies cherish their own credibility—the reputation of an academic community is an asset more precious than any ranking. Whether a country's industry is strong depends on its enterprises; how far a country's industry can go depends on its standards; whether a country's standards can stand depends on its societies. This is the original aspiration of this evaluation.

Methodology

Standards are the commanding heights of industrial competition. This evaluation rests on two sets of foundations: first, industrial economics and standardization theory—Huawei founder Ren Zhengfei's judgment that "first-rate companies make standards" points out that standards are the carriers of definition and discourse power; group standards (GB/T 20004) are the precipitation of technological achievements coordinated across industry, academia and research, whose quantity and quality reflect an industry's technological maturity and organizational capacity. Second, Qian Xuesen's systems-engineering thinking—modern industry is a complex giant system requiring systematic engineering organization and standard coordination, and national societies are precisely the organizational carriers of such coordination. Accordingly, this index takes the "standard-setting dimension" as its core indicator, measuring the ability of national societies to turn technology into standards and experience into norms.

The promotion grade is tiered by the number N of current group standards published by a society on the platform, forming a step function:
Level(N) = { S, N≥100 ; A, 50≤N≤99 ; B, 20≤N≤49 ; C, 1≤N≤19 ; D, N=0 }
等级(N) = { S, N≥100 ; A, 50≤N≤99 ; B, 20≤N≤49 ; C, 1≤N≤19 ; D, N=0 }
The risk-warning grade is an independent four-level function (no risk / attention / warning / high risk), presented in parallel with the promotion grade and not participating in each other's tiering. Ties within the same tier are kept without ordering, in line with CPPPS's iron rule of "same-tier ties in ratings".

This edition only incorporates the single "standard-setting" dimension (the number of current group standards) as the core proxy indicator of the "Contribution" dimension; the complete eight dimensions (member scale, academic activities, talent cultivation, industry-academia-research, discourse power, international exchange, and science popularization) will be incorporated progressively. A single indicator has no internal weights, and tiering rather than continuous scoring is used to avoid over-sensitivity to boundary values.

The data source is public data from the National Group Standard Information Platform (ttbz.org.cn), matching social organizations precisely by society name and querying the total number of current standards. Limitations: first, the platform caps the displayed total number of standards for a single organization at 100 (≥100 is recorded as S tier); second, the quantity of standards does not equal their quality, as implementation effects and adoption rates are not included; third, standard work of basic-discipline societies is more reflected at the national/industry/international academic-norm level, taking a different path and thus not to be disparaged horizontally. This rating is for research reference only.
