Gender equality is both a fundamental human right and a cornerstone of social health and sustainable development. The UN Universal Declaration of Human Rights and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) established the universal principle of gender equality; Sustainable Development Goal 5 (SDG 5) explicitly lists "achieving gender equality and empowering all women and girls" as a core goal of the 2030 Agenda. Nobel laureate in economics Amartya Sen, through his "Capability Approach," revealed that gender inequality not only deprives women of freedom of choice, but also, through the phenomenon of "Missing Women," causes tens of millions of women to "disappear" due to discrimination in education, healthcare, and nutrition.
Internationally, the World Economic Forum (WEF) publishes the Global Gender Gap Report, which measures the gender gap through four pillars: economic participation and opportunity, educational attainment, health and survival, and political empowerment. This index does not directly reproduce its rankings; instead, following the CPPPS principle of "computing from underlying public data," it selects cross-verifiable raw data—such as the education sex ratio, sex ratio at birth, labor force participation gap, wage gap, share of women in political participation, women's participation in science and technology, and maternal mortality rate—and independently designs the weights and computes the rankings.
This index constructs a four-dimensional framework of "Scale—Quality—Innovation—Contribution": Scale measures economic size (the radius of influence of gender-equality achievements); Quality measures the level of gender equality in the three major areas of education, health, and employment (the core); Innovation measures women's participation in scientific research and information technology; Contribution (a distinctive CPPPS dimension generally absent from international rankings) measures a country's actual contribution to women's political empowerment and women's development (reducing maternal mortality).
Evaluation results: Iceland, Finland, Norway, Spain, and Sweden rank in the top five. Overall, Nordic and Western European countries lead because of comprehensive balance in education, employment, and political participation; some East Asian economies rank lower due to large gaps in political participation and employment despite small educational gaps; some developing economies rank lower, constrained by sex-ratio-at-birth imbalances caused by son preference and high maternal mortality. The data for this ranking are mainly publicly known statistical approximations, uniformly marked "subject to official data," permanently free and public, and for research and reference only.
