Innovation is the primary driving force behind development and the core source of an economy's long-term competitiveness. In The Theory of Economic Development, Schumpeter defined innovation as "the establishment of a new production function"—a "new combination" of production factors and production conditions that brings qualitative change to economic growth; in The Competitive Advantage of Nations, Porter further pointed out that a nation's competitive advantage comes from sustained innovation and industrial upgrading, rather than the static comparative advantage of factor endowments.

Internationally, the World Intellectual Property Organization (WIPO) publishes the Global Innovation Index (GII), which evaluates more than a hundred economies worldwide using about 80 indicators. This index does not directly reproduce its rankings; instead, following the CPPPS principle of "computing from underlying public data," it selects cross-verifiable raw data—such as patents, R&D expenditure, papers, highly cited papers, technology enterprises, and industrialization—and independently designs the weights and computes the rankings.
This index constructs a four-dimensional framework of "Scale—Quality—Innovation—Contribution": Scale measures the total volume of innovation input and output; Quality measures the gold content of output (highly cited papers and patent quality); Innovation measures R&D intensity and the vitality of technology enterprises; Contribution (a distinctive CPPPS dimension generally absent from international rankings) measures the ability to industrialize and commercialize innovation outputs—this is precisely the key link in turning "innovation-driven development" and "new quality productive forces" into reality.
Evaluation results: China, the United States, South Korea, Germany, and Japan rank in the top five. Overall, leading economies with both scale and quality rank ahead; small Nordic and East Asian economies with high R&D intensity and superior patent quality rank toward the top; some economies with lower R&D intensity and weaker industrialization rank lower. The data for this ranking are mainly publicly known statistical approximations, uniformly marked "subject to official data," permanently free and public, and for research and reference only.
