综述Overview

The Human Development Index measures "the level of human development" of a country or region—whether people live long, are educated, and are prosperous. Since 1990, the United Nations Development Programme (UNDP) has published the Human Development Report, constructing the HDI on three dimensions—health (life expectancy), education (years of schooling), and income (gross national income per capita)—shifting the focus of "development" from pure economic growth to people-centered comprehensive development, making it one of the most widely known yardsticks for measuring national progress.
However, UNDP's HDI uses a "per-capita average" standard and has structural blind spots: first, it only looks at per-capita figures and ignores Scale—a large country with a billion people that brings hundreds of millions into modern civilization has its "total human" contribution flattened by "per capita"; second, it ignores Innovation—R&D and higher education determine the sustainable momentum of a country's development but are not included; and third, it does not record Contribution—poverty eradication is the most direct and profound manifestation of "human development," yet poverty-reduction achievements are excluded from the evaluation. It is precisely for this reason that China's historic achievement of lifting nearly 800 million people out of poverty, contributing over 70% to global poverty reduction, is almost invisible under a purely per-capita standard.
The CPPPS Human Development Index follows its own four-dimensional framework and makes necessary extensions to UNDP's three dimensions: Scale (population and economic aggregate) measures "total humanity" and national comprehensive strength; Quality (life expectancy, years of schooling, per-capita income) inherits the core of the HDI and carries the highest weight; Innovation (R&D intensity, higher education) measures development momentum; and Contribution (poverty-reduction achievement) is a distinctive CPPPS dimension measuring the breadth and intensity with which development results benefit the broadest population. The four dimensions are range-standardized to [0,1] and then combined by weighted summation, with large-span scale and income indicators log-transformed.
The evaluation results show that South Korea, Germany, Sweden, the United States, and Switzerland rank in the top five. Overall, developed economies with leading "quality" in health, education, and income and strong innovation rank at the top; China ranks significantly higher than its position under a purely per-capita standard because of its world-leading poverty-reduction contribution and its huge population and economic scale; and populous countries such as India, Vietnam, and Indonesia also receive corresponding recognition through scale and poverty-reduction contributions. This ranking is based on approximate values from publicly available common knowledge (marked "subject to official figures"), permanently free and public, for research and reference only.

Methodology

The CPPPS Human Development Index decomposes "human development" into four measurable dimensions:

Each indicator is range-standardized to [0,1], with large-span scale and income indicators first log-transformed (natural logarithm) and then standardized, and the four dimensions are combined by weighted summation:
Here the prime mark (′) denotes the [0,1] value after range standardization. The Quality dimension carries the highest weight (0.45), because "longevity, education, and prosperity" are the very essence of human development; Scale (0.15) reflects the "total humanity" contribution without overstating it, avoiding the scale-worship of "bigger means more developed"; and Innovation (0.20) and Contribution (0.20) are CPPPS's extensions to the traditional HDI, making the evaluation account for both "momentum" and "breadth of benefit."

The rationale for the weight design: the essence of human development is the "human" itself, so Quality carries the highest weight (0.45); Scale reflects "the total benefited" but would slide into "scale worship" if set too high, so it accounts for only 0.15 and is log-transformed; Innovation (0.20) and Contribution (0.20) supplement "momentum" and "breadth of benefit" respectively, among which the Contribution dimension is CPPPS's key correction to the mainstream international HDI—a purely per-capita standard cannot reflect the historic contribution of a large country's poverty reduction.

This index does not reproduce the HDI rankings of the UNDP Human Development Report, but builds its own model for three reasons: first, the UNDP HDI contains only three "per-capita average" dimensions—health, education, and income—ignoring scale, innovation, and contribution, making it dimensionally incomplete; second, the "per-capita" standard naturally favors small countries and disadvantages populous countries, unable to reflect the scale achievement of "educating a billion people and lifting 800 million out of poverty"; third, the CPPPS framework insists on the unified four dimensions of "Scale + Quality + Innovation + Contribution," with the Contribution dimension (poverty reduction) an indispensable part of evaluating "human development." The CPPPS algorithm, centered on quality and distinguished by contribution, strives to give an evaluation that is more complete in dimensions and more aligned with the essence of "development benefiting the people."

Life expectancy, average years of schooling, per-capita income, population, GDP, R&D intensity, and the gross higher-education enrollment rate use public data (UNDP Human Development Report, World Bank WDI, UNESCO Institute for Statistics, WHO Global Health Observatory, IMF WEO); this page uses approximate values from publicly available common knowledge (around 2023-2025), all marked "subject to official figures"; the poverty-reduction achievement contribution index is a CPPPS comprehensive estimate (0-100, with China at 100) based on public data such as the scale of reduction in absolute poverty populations of each country, their contribution rate to global poverty reduction, and changes in extreme poverty rates. Limitations: the sample covers about 30 major/representative economies worldwide and does not cover all countries; some indicators (years of schooling, higher-education enrollment rate) differ across standards; and the poverty-reduction contribution index is subjectively synthesized with limited precision. This ranking is for research and reference only.
